Cut the pepper into strips. Peel the onions and fennel (keeping the tops). Mix these ingredients with the shrimp. Spread the lettuce leaves on 4 serving plates. Garnish with the mixture of shrimp, vegetables and mango. Add salt and pepper. In a bowl, mix the juice and grated rind of lemon, olive oil and sugar.
